Follow these steps
Open Google payments
On a browser, go to the official Google payments or Pay page and sign in with the same Google account used on the phone.

Use Fix or Verify
Click the red banner and choose Fix, Verify, or Resolve, then follow Google’s prompts.
You should see: Google shows what must be updated to lift the hold.
Replace the old card
Remove or update the outdated card and add a current payment method Google accepts.
You should see: The old card is no longer required for the outstanding issue.
Retry the purchase
Return to Play Store or the Google purchase flow and try again after the hold status clears.
