Why does a Kindle show an empty library after restarting?

Sign in on the Kindle with the same Amazon account that shows your books online, connect to Wi-Fi, then sync the device library. An empty library after restart often means the Kindle is on the wrong account or has not finished downloading content.
Follow these steps
Confirm books online
On a computer or phone, sign in to Amazon and open your digital content library. Check that the missing titles are still listed there.
You should see: You know whether the books still exist on the account or are missing everywhere.
Check the Amazon account on the Kindle
On the Kindle, open Settings and find the registered Amazon account or user. Make sure it matches the account that shows the books online.
You should see: The Kindle is on the correct Amazon account, or you can see that it is signed into a different one.
Sign in with the account that owns the books
If the Kindle is on the wrong account, sign out and sign in with the Amazon account that shows the books online. Use only the official Kindle sign-in screens.
You should see: The Kindle registers to the correct account and begins loading library content.
Connect to Wi-Fi and sync
Join Wi-Fi, then use Sync or Sync My Kindle from the Kindle menus. Keep the device awake until downloads finish.
You should see: Book covers or titles reappear in the library instead of an empty list.
Re-download a title from Cloud or All
If the library still looks empty, open Cloud, All, or Archived Items, then download one known title to the device.
You should see: At least one book downloads successfully, confirming the account and network path work.
