Books bought from Amazon stay with your Amazon account, not locked forever to one Kindle. Register the new Kindle or Kindle app to the same Amazon account, then download titles again from Your Content or Cloud. Personal documents you sideloaded may need to be copied separately.

Follow these steps
Verify titles in Your Content
On a computer, sign in to Amazon, open Manage Your Content and Devices (or Your Content), and confirm the books still appear under Books for your account.
You should see: Purchased Kindle titles are listed in the cloud for that Amazon account.
Register the new device to the same account
Set up the new Kindle or install the Kindle app and sign in with the same Amazon email used on the old device.
You should see: The new device shows your Amazon library or Cloud tab.
Download or send books again
From Your Content, choose Download & transfer or Deliver to device for the titles you need, or open each book from Cloud on the new Kindle/app so it downloads.
You should see: The books appear on the new device and open for reading.
Handle sideloaded files separately
If some files were copied by USB or emailed as personal documents and do not appear in Your Content, copy those files from a computer backup to the new device using Amazon’s supported transfer methods.
You should see: Personal documents that were never in the Amazon cloud are restored, or you know which ones are missing.
