Follow these steps
Confirm Apple ID access on the iPad
On the working iPad, open Settings and confirm you are signed into the correct Apple ID. Update the Apple ID password there if needed before you erase the iPhone.
You should see: You can unlock Apple ID settings on the iPad and receive verification codes.
Erase the locked iPhone with on-screen options if shown
If the iPhone shows Erase iPhone or a Security Lockout erase option after enough failed attempts, follow Apple’s on-screen erase steps. If no erase option appears, use a computer with Finder or iTunes and recovery mode as described in Apple’s official locked-iPhone help.
You should see: The iPhone erases and returns to the Hello setup screen.
Set up the iPhone with the Apple ID
During setup, sign in with the same Apple ID. When asked for a verification code, approve it on the iPad or enter the code shown there.
You should see: Activation Lock clears and the iPhone continues through setup.
Restore from iCloud backup if available
