Why can't I make calls on my iPhone in Guam?

Calls often fail in Guam because the phone is not registered for international roaming, Wi-Fi Calling is off, or the carrier network needs a reset. Turning Airplane Mode off and on, enabling Data Roaming and Wi-Fi Calling, then restarting usually restores calling when the plan supports Guam.

Follow these steps
Reset the cellular radio with Airplane Mode

Turn on Data Roaming
Go to Settings > Cellular > Cellular Data Options and turn Data Roaming on. If you have multiple lines, check the line you use for calls.

Enable Wi-Fi Calling if available
Connect to a trusted Wi-Fi network, then go to Settings > Phone > Wi-Fi Calling and turn Wi-Fi Calling on if your carrier offers it.
You should see: Wi-Fi Calling shows as on, and a test call can go out over Wi-Fi when cellular voice is unavailable.
Confirm VoLTE and network selection
In Settings > Cellular > Cellular Data Options, turn Voice & Data or VoLTE on if shown. In Settings > Carrier, leave automatic network selection on unless your carrier told you to pick a specific partner.
You should see: Voice settings allow LTE calling, and the phone stays on an allowed network.
Restart and verify with your carrier
Restart the iPhone, try another call, then contact your carrier through their official app or support site if calls still fail to confirm Guam roaming is active on your line.
You should see: Calls connect, or the carrier confirms a plan, SIM, or roaming block that needs activation.
