Why do calls from one person go straight to voicemail?

Check the Phone app contact for silence or block settings, review Do Not Disturb exceptions, and check carrier call filters such as Verizon Call Filter. Toggle any silence unknown callers style settings if they affect that number.

- Do not give your phone account codes to unexpected callers offering to fix voicemail routing.
Follow these steps
Check Recents and the contact in the Phone app
Open the Phone app, not only Contacts, then review Recents and the caller’s contact page for Block, Silence, or similar options.
You should see: You find a contact-specific silence or block setting, or confirm none is enabled.
Review Do Not Disturb and Focus exceptions
Open Do Not Disturb or Focus settings and check whether only starred contacts can ring, or whether that person is excluded.
You should see: Focus rules are adjusted so the caller can ring when intended.
Check carrier call filtering
Open Verizon Call Filter or your carrier’s spam-blocking app/settings and make sure the number is not labeled spam or blocked there.
You should see: Carrier filtering is cleared for that number if it was blocked.
Ask the caller to retry after a phone restart
Restart the phone, then ask the person to call again while you watch Recents for the incoming attempt.
You should see: The call rings normally, or you have a clearer pattern to give carrier support.
