Why do some contacts hear “user busy” when they try to call my iPhone?

When only some callers hear “user busy,” the cause is often Silence Unknown Callers, a Focus mode, a blocked number, or carrier-level call filtering—not a total phone failure. Check blocked contacts and Focus settings, then ask those callers to try again after you turn those features off.
Before you start: stop right away if…
- Do not share account codes with unexpected callers offering to fix call completion.
Follow these steps
Check the Blocked Contacts list
Open Settings > Phone > Blocked Contacts and remove the two numbers if they appear. Also check Messages > Blocked if relevant.
You should see: The numbers are unblocked or were not listed.
Turn off Silence Unknown Callers temporarily
Go to Settings > Phone and disable Silence Unknown Callers, then have one contact call again.
You should see: The iPhone rings for that caller, or the busy result continues.
Disable Focus and Do Not Disturb schedules
Open Settings > Focus and turn off any active Focus, including scheduled Do Not Disturb, then retest with the same caller.
You should see: Calls from those contacts ring through.
Ask the carrier to check line filtering
If settings are clear and the same two callers still hear busy, contact your carrier with those numbers and ask about network call blocking or conditional forwarding.
You should see: The carrier clears a network filter or finds no line-side block.
