Why does a Panasonic answering machine give callers a busy signal?

Confirm the phone line has dial tone and call waiting/voicemail tone settings are not confusing the system. Temporarily turn off the Panasonic answering system to test whether the busy signal is the line or the base. Set recording time with MENU #305 and turn off incorrect voicemail tone detection with MENU #332 if needed.

Test the line without the answering system
Temporarily turn off the Panasonic answering system and place an inbound test call. Note busy versus ring versus provider voicemail.
You should see: You learn whether the busy signal is the line/provider or the answering machine.
Check recording time MENU #305
On the base/handset menus, use MENU #305 and ensure recording time is not set to Greeting only if you want callers to leave messages. Save a normal recording length.
You should see: Callers can leave messages after the greeting.
Adjust voicemail tone detection MENU #332
If a false voicemail indicator keeps returning, set MENU #332 to Off, then SAVE, so provider voicemail tones do not confuse the Panasonic system.
You should see: Incorrect voicemail indicators stop and inbound answering behaves more consistently.
Eliminate parallel off-hook devices
Unplug other phones, fax, or alarm panels on the same line and retest. Re-enable the answering system after the line rings normally.
You should see: Inbound calls ring and reach the Panasonic greeting without busy.
