Why is Collaborate missing when I share an iPhone note?

Move the note into an iCloud Notes folder, confirm you are signed into iCloud for Notes, then share again and choose Collaborate. Local On My iPhone notes typically only send a copy.
Follow these steps
Check the note’s account
Open the note and look at its folder path. If it is under On My iPhone, Collaborate will usually be unavailable.
You should see: You know whether the note is local or in iCloud.
Move the note to iCloud
Tap the folder icon or note menu, move the note into an iCloud folder, and wait a moment for sync.
You should see: The note now sits in iCloud Notes.
Share with Collaborate
Open the note, tap the share button, and choose Collaborate instead of Send Copy, then send the invite.
You should see: The collaborator receives a shared-note invitation.
Confirm iCloud Notes is on
If Collaborate is still missing, go to Settings > [your name] > iCloud and turn Notes on, then retry.
You should see: Notes sync resumes and Collaborate appears.

What to look for: Whether the note’s folder is iCloud or On My iPhone, and whether the share sheet shows Send Copy / Collaborate.
Before you change anything: Sign in with the Apple ID you want collaborators to use. Move only the note you intend to share if you keep some notes local on purpose. Ask the recipient to use an Apple device that supports shared notes. Keep a copy if the note content is critical.
