Why is the camera black when uploading an ID for unemployment?

Follow these steps
Open the link in Safari or Chrome
Press and hold the link in the message, choose Open in Safari (or Chrome), and avoid opening it inside social or mail preview browsers when possible.
You should see: The ID upload page loads in a full browser tab.
Allow camera permission
When prompted, allow Camera. If you previously denied it, open Settings > Apps (or Safari) > Camera and enable access for the browser, then reload the page.
You should see: The live camera preview shows your ID instead of a black screen.
Turn off VPN or Private Relay temporarily
Disable any VPN app and, on iPhone, turn off iCloud Private Relay if it is on, then reopen the upload link.
You should see: The page loads without the previous error and the camera works.
Retry in good lighting
Place the ID on a flat surface with bright light, avoid glare, and capture again. If it still fails, try a different browser or desktop upload option if the site offers one.
