Follow these steps
Show all contacts
Open the Contacts app, open its menu or settings, and set the display filter to All contacts, including your Google account contacts.
You should see: Previously missing contacts reappear if they were only hidden by a filter.
Turn Google Contacts sync on
Go to Settings > Accounts and backup > Manage accounts > Google > your account, and enable Contacts sync.
You should see: Contacts sync shows as on and begins refreshing.
Check contacts in Google
Open the Google Contacts app or contacts.google.com while signed into the same account and confirm the people are there.
You should see: You see whether the contacts exist in Google or were never synced.
Force a sync and recheck
Toggle Contacts sync off and on once, wait a minute, then reopen the phone Contacts app.
You should see: The contact list stays populated after reopen and after a reboot.
