Why does my iPhone keep asking to approve a Carrier Settings Update?

Follow these steps
Install the carrier update
When the system popup appears, tap Update on a stable network.
You should see: The popup dismisses and cellular settings refresh.
Trigger it from About
Go to Settings > General > About and wait about 30 seconds.
You should see: A pending carrier update appears once, or none appears.
Check device management profiles
Go to Settings > General > VPN & Device Management and remove only unknown profiles you did not install.
You should see: No suspicious profiles remain.
Filter spam texts
Enable Settings > Messages > Filter Unknown Senders and delete SMS with links.
You should see: Unknown senders are filtered.
